TUBOD, Lanao del Norte--Congressman Abdullah Dimaporo said that Pantao Ragat, Lanao del Norte should be included as one area where martial law should be imposed as declared by President Gloria Macapagal Arroyo to maintain peace and order situation in Mindanao.
December 5, President Arroyo declared martial law in Cotabato City, the provinces of Sultan Kudarat and Maguindanao following the savaged killings of 57 people, composed of 30 journalists, wife of Buluan Vice Mayor Esmael Mangudadato, his sister and sister-in-law, lawyers, supporters and passersby last November 23 on orders allegedly by Datu Unsay Mayor Andal Ampatuan, Jr.
The reports said that the victims were on board of a six-vehicle convoy going to Shariff Aguak to file the certificate of candidacy of Mangudadato led by his wife Genalyn for running as governor in Maguindanao in the May 2010 Elections. They were flagged down reportedly by more than 100 fully armed men allegedly commandeered by Ampatuan and were brought to a place where all the victims were shot to death and covered them by the use of a backhoe.
Rep. Dimaporo, (2nd District, Lanao del Norte), said that the people in the municipality of Pantao Ragat are living in fear as it is controlled by its Vice Mayor Lacson Lantud, who has a private army, composed of more than 200 Cafgus (Civilian Armed Forces Geographical Units), fully armed and even more powerful compared to the weapons use by the government soldiers.
Vice Mayor Lantud seiged a barangay in Pantao Ragat, squat the area full of coconut trees and burned the houses of the people.
Lantud’s Cafgus was composed originally with 30 members but now has gone up to more than 200 as it is strengthened through the help of the Philippine Army (PA).
The Mindanao lawmaker said that the private army of Lantud should be dismantled as it is now one of the actions by the government to avoid the repeat of the worst Maguindanao massacre and to maintain peace and order in the land.
It was reported that Lantud has fully controlled all the agencies of the government, including the employees of the COMELEC (Commission on Elections) in Pantao Ragat, members of the Philippine National Police (PNP), and teachers of the Department of Education (DepEd). Because of his power, Lantud can forcibly assign or reassign teacher or any government employee of his town, promote or demote them without the corresponding adjustment of salaries.
Dimaporo said for some reason Lantud has great influenced on whoever would be the commanders of the brigade, battalion, and company who were assigned in Pantao Ragat.
For policy consideration of the Armed Forces of the Philippines (AFP), Dimaporo said, the continuous influence of Lantud to the military and police must be investigated and put an end to it to effect peace and order in the town and in the province.

Representative Dimaporo is the most powerful person in Lanao del Norte but he cannot topple down Lantud simply because Pantao Ragat is Lantud's hometown! Most of the people there are Lantud's relatives.
Dimaporo is taking this at a personal level because Dimaporo is a vindictive person. Lantud is a cousin of former Representative Mangotara,a political Rival of Dimaporo. Y not investigate Rep. Dimaporo since he is so tight with projects intended for Pantao Ragat? If he really cares for the welfare of the people of Pantao Ragat, as a public servant, Dimaporo should help the Local Government of Pantao Ragat prosper through infrastructure and stop bullying the local government officials.
Lacson Lantud is not a villain in Pantao Ragat nor a threat to the peaceful situation in Lanao del Norte as a whole. Any Marano family in Lanao who has Rido will naturally protect his family from the rido but not to the extent of following footsteps of the Maguindanao massacre. Lantud is still on his rightful mind and thinks about the consequences before doing anything harsh. I disagree with the allegations of Dimaporo. He does not even step in Pantao Ragat because he hates Lantud, He hates Mangotara! of all the towns in lanao del norte, Dimaporo is unfair and unjust with Pantao Ragat!! perhaps, the investigation should start there!!
I am from Pantao Ragat and these allegations are not true!! Dimaporo doesn't care about Pantao Ragat. All he cares about is his tight grip of the province!
Talking about private army I remember Barakuda in Marcos time.
Everything that was stated here by Representative Dimaporo against vice-mayor Lantud is a very big lie.
Rep.Dimaporo is saying these worst things against Lantud just simply to destroy the positive image and leadership of Vice-mayor Lantud to the public. For the reason we've known that Rep. Dimaporo hates Lantud and he is angry with them because last election he and his son Gov. Khalid Dimaporo didn't won at the municipality of pantao-ragat. This is because of the very own decision of the people of pantao-ragat not to vote them because through the years that passed they already realized, learn and know the leadership of Dimaporo which is not good. Almost every elections Dimaporo keeps on making and giving promises to the people of pantao-ragat in terms of help and developments but after election they won’t fulfil anymore this promises that they had with the people, which simply manifest the attitude of Rep. Dimaporo as a liar leader.
We know that Rep.Dimaporo and Gov.khalid Dimaporo and even the X-governor Quibranza that since from the very start of their political leadership in lanao del norte until now they haven’t given any budget to the municipality of pantao-ragat for its developments, especially for the road development from MATUNGGAO-PANTAO-RAGAT and BALOI- PANTAO-RAGAT which brings Lantud to use his own personal money to repair this said road because otherwise people of pantao-ragat can’t transport, specially when it rains because it becomes very muddy. Likewise, People knows that it has a budget from the national gov’t because it is a part of the provincial road of LDN that should be prioritize but still they don’t give any budget for it for we know that they want the people of pantao-ragat to suffer in return of again not voting them during the election. In addition to their actions, using their political powers they also closed the Mun. Hospital of pantao-ragat last 2006, though it has a license and it’s an operational hospital. Dimaporo knows that this hospital is very needed by the people of pantao-ragat and even the people of its neighbouring municipalities but still he chose and decided to closed it.
Lantud wouldn’t stay as long as 43 years in its political careers if their way of political leadership is not that good. Lantud stayed long in being a public servant in pantao-ragat and in serving its people because of the only reason that people like them, that through the years passed they showed and made efforts to the people of pantao-ragat in terms of progress and developments, they even also helped their people in regards of personal problem as long as they can. As a matter of fact, Lantud made many changes and developments for the progress of the MUNICIPALITY OF PANTAO-RAGAT, without any financial help from Rep. Dimaporo. This developments which made by Lantud is again through using his own personal money and sometimes do credit just to make it done for the sake of the better present and future that he wants to give and experienced by the people of Pantao-ragat. One of this is the road that heLantud is always thinking of ways and making things just to improve PANTAO-RAGAT and make it as a model to its neighbouring municipalities. You can also see the peace and order in pantao-ragat, its because of the reasonable rules imposed by Lantud and ofcourse the coordination of its people. People of pantao-ragat assured that they are living freely and peacefully with the leadership of Lantud.
People must do deep research in knowing Rep. Dimaporo’s true identity as a person and mostly as being our political leader in the province. Because as we’ve knew, he is a liar, selfish and a traitor one. If you can remember last 2007 election, his brother Marcos “Maccoy” Dimaporo filed for candidacy. This is because of many reasons he had to stand and fight for. And one of this reason is that rep. Dimaporo wants maccoy to sign up a paper which will be stated on it that he can’t get nor receive any share from their land property which was left to them by their late father. This only shows that rep.dimaporo wants to squat those land properties which is owned by his siblings.
This proved that those qualities and criticism made and thrown by Rep. Dimaporo against Vice-mayor Lantud is absolutely not true but rather it’s his own qualities and attitudes. So people of LDN must get together and be united, and be awakened to the reality that we don’t need anymore the Political leadership of Rep. Dimaporo. We must get him out on his position because he doesn’t deserves it at all. Many people are suffering because of his political way.
