PAGADIAN CITY – Moro Islamic Liberation Front Peace Panel Chairman Mohagher Igbal, assures this morning to Indigenous People to have freedom of choice and practice its faith and tradition in the Comprehensive compact proposed with the Government of the Philippines.
In a consultation dialogue of Subanen Kalibugan Indigenous Leaders with MILF peace panel at Bay Plaza Hotel here, Igbal clarified that the Title Bangsa Moro is a conceptual in nature with the belief that the Moro is more advance than Indigenous People existing governance, Igbal said.
But not necessarily that it would diminish or erase a groups traditional practice or as being a tribe of subanen and other Indigenous People, Igbal clarified.
“When this draft compact once sign with the government of the Philippines, it would give and provide a free choice or freedom of choice if they do not want to be an Islam and will practice their own belief”, Igbal stressed.
He even made clear that the Indigenous People has freedom to associate or not be included in the agreement, because it would be finalized in a plebiscite.
He assures respect the rights of the Indigenous People and in the agreement since it is still a draft they are willing to accommodate and listen any inputs from different group of indigenous people like Subanen and consider it to include in the draft comprehensive compact with the Government of the Philippines.
He reminded the historical past that Moro and Indigenous People such as Subanen were one and had agreement to be united and helped each other whatever situation either good and bad situation and the MILF would respect such “sapa” or agreement.
Prof. Abhoud Syed L:inga one of the Peace Panel members added that Subanen and other Indigenous People will be governed by its traditional law and practices not by sharia law, and in the agreement will assure the equal participation in the governance will provide seat for non-moro people.
Igbal also further said that the MILF is not for muslim alone but, they all it Moro as a political term since it includes other people, and clarified that although they aimed to protect all people but the Subanen also can properly protect themselves from any harm especially during armed confrontation.
Datu Michael Mastura, one of the panelists discussed that they bring the collective rights to all people under the geographic location included in the draft comprehensive compact proposal. “We did not make it just for our own rights, but included other rights within”, he stressed.
Mastura clarified that the Moro is an identity which includes other people within the territory this has not looking minority and majority but looking the territorial prosperity that will benefits all the people living within such territory.
The aim and the content of the comprehensive compact does not necessary to convert the indigenous people to be an islam, and appealed that the Subanen People and other Indigenous People should not be an obstruction will complement its work for the self determination under the agreement, Mastura stressed.
Subanen Chieftain Timuay Fernando “Nanding” Mudai of Piksalabukan Bansa Subanon (PBS) a federation of Subanen group all over Zamboanga Peninsula agreed the points of the MILF Peace panel and recognized the past compact of Subanen and Moro people long years ago.
Mudai suggested to improve the communication between Muslim and Indigenous People Subanen because in year 2008, Subanen was having position opposing the Memorandum of Agreement on Ancestral Domain
He admitted that they did not understand much on the MOA-AD before that resulted on their position opposing the said agreement, but expressing gratitude on the consultation where presenting the real intention of the draft comprehensive compact for political settlement.
Iqbal said, he understands the sentiments of the indigenous people especially the position of the Subanen in relation to the MOA-AD, which reached to them, but they did not believe such position did not necessarily represent the voices of the entire Subanen in the Zamboanga Peninsula.
He added that this is the reason why the MILF reached up the Subanen in order to present the draft comprehensive compact and explain how this would benefits not merely to the muslim, people but the entire constituents within the territory.
Timuay Roberto B. Andali, one of the Subanen chieftains expressed his gratitude to the consultation, recognized the good intention of the MILF peace panel, but expressed fears and concerned about the bad attitude of the MILF uncontrolled commanders that may harm the community and discriminate indigenous people.
But Dr. Roselito S. Bala, Chairman of the Zamboanga del Sur Provincial Consultative Body of the National Commission on Indigenous People (NCIP) also expressed gratitude for the initiative of the consultation, but appealed to the MILF Peace panel to give the Subanen enough space and time to understand the draft comprehensive compact.
He admitted that the struggle of the Moro and Indigenous People appeared will end up in common like self determination and self governance, but should guarantee the respect of the traditional practice and rights of the Subanen People.
But Iqbal explained that before very difficult to separate between the line of trade and piracy, even the British, Spanish was also employing kidnapping and making slave not merely the muslim people but even to other ethnic groups.
In 2008, the group of commander Bravo in provinces of Lanao swop down the municipality of Kolambugan Lanao del Norte showing its dismay on the decision of the Supreme Court on the MOA-AD.
The incident scored numbers of casualties to civilian, military and large numbes.r of civilians were displaced and suffered heavy damages on their properties.
But the MILF leadership disowned the action of commander Bravo saying the act was not sanctioned by the MILF leadership but just an initiative of Bravo with his group’s feelings on its their dismay on the aborted signing of the MOA-AD.(TITO FIEL)
