Bishop Dosado has been with us for more than 2 decades... and everyone knows "who" is the new vicar...Can we "laity" have a choice?

To replace a bishop is not easy. He is appointed by God. Only the pope can do the replacement.A canon lawyer can explain about the process. But first we must obey the bishop especially in matters of moral teaching before we complain.

In matters of moral teaching , the catholic laity has the right to speak and voice their opinions and made it known to the pastors of the church. Code of Canon Law says"
" §2. The Christian faithful are free to make known to the pastors of the Church their needs, especially spiritual ones, and their desires."

§3. According to the knowledge, competence, and prestige which they possess, they have the right and even at times the duty to manifest to the sacred pastors their opinion on matters which pertain to the good of the Church and to make their opinion known to the rest of the Christian faithful, without prejudice to the integrity of faith and morals, with reverence toward their pastors, and attentive to common advantage and the dignity of persons.

The faithful has the right to express their opinion and needs. The limitation is that the expression of opinion and needs must be "without prejudice to the integrity of faith and morals, with reverence toward their pastors, and attentive to common advantage and the dignity of persons". The faithful has to follow the procedures laid down by the church laws on how to express their opinion or to file their complaints against the bishop. In matters of administrative function of a bishop, he may commit mistakes or corruption which may cause his removal from office.
